Dear Aquarius Residents,

 

I, Yelena Kazakova, have been a Florida resident for 18 years. I purchased my condo in 2013, I  became a full-time resident of Aquarius in 2014. I love our condominium and feel at home here.

I work as a Physician Assistant at Mount Sinai Hospital. I enjoy my career 
and love coming home every day to the best place on Earth – my condo in  Aquarius.

Unfortunately lately our beloved condominium has been embroiled in
turmoil of endless construction. This has caused all kinds of unpleasant
situations ranging from the simple inconvenience of living without normal
access to the garage to paying large unjustified sums of money to
construction companies and other “professionals”. Relationships between
the residents have suffered because they are forced to pick between “bad
and worse”, and people just have lost hope. They do not trust to anyone
who is running for the board.

Meantime we are all living in ruins instead of enjoying the gem Aquarius
could be!!!

I am running for the Board of Directors because I want to make our condo
not just livable, but beautiful and peaceful. I, like everyone else here,
understand that we need to fix our condominium, physically and spiritually. The only way to do it is honesty and transparency. There are ways to improve the appearance of our building and make it financially sensitive to unit owners. We need to use our own resources to increase revenue for the building. We can promote rentals of our facilities like the library, restaurant and hair salon. We can truly negotiate all our contracts. If elected to the board, I will work hard and I will make sure that every project is discussed with and voted by the residents, no exception!!! I will obey the wishes of majority of our residents; all decisions about the condominium will be made according to our by-laws.

I also want to improve the neighborhood unity and overall moral climate of  the building. I want to erase the inter-national misunderstanding and mistrust.

I pledge to make our building the best building to live in on Hollywood Beach.

Aquarius Board of Directors Meeting December 1st., 2015 Minutes

Minutes of the Board of Directors Meeting

1 – Meeting called to order 7:01 pm.

2 – Proof of notice of meeting: certified by the BOD Secretary.

3 – Quorum certified by Association General Manager David Slavin, four BOD members present: Ilya G., Eugenia V., Linda S., Sofia F. present.  Boris E. absent.  A large number of owners and some guests present.

8 – Item 8 of the Agenda: Recovery of late assessments payments – addressed by Ralph Rocco representing the Law Firm Eric Glazer. In October there were 25 units in arrears that were at the Law Office for recovery. Now there are 13 units in arrears. The collection efforts gathered about $ 100.000 (one hundred thousand dollars). Three units are in foreclosure procedures with an additional unit in the process to be foreclosed.  Aquarius Condo. Association has about 6% of delinquencies. This, in the opinion of the lawyer, could be considered not bad. Every meeting Bill Coleman (Atlantic Pacific) will disclose financials with the purpose to provide transparency.

4 – Minutes of October 29, 2015 approved.

5 – Forensic Audit Goal to end question of Trump money has been approved. MDD Corp. to be hired for the forensic audit work covering years 2009 to 2012. Cost of forensic audit not to exceed $ 9500.00.  Our Auditors License on line if he lied about our audit in the past. Ilya G., BOD President wants an end to suspicion about Trump Money and have the audit. The motion passed unanimously. Bill Coleman (AP) says culture is important in a business. People have to get along. Aquarius should have had reserves for the past 30 years. The building needs to be managed proactively. With investment property values will go up. Future assessment must be well explained; they should always have a minimum of three competitive bids and show the necessity.

6 – Sound System in specific areas. Cascade Room should have 4 microphones and loudspeaker. Also a large screen and projector should be included. Background music in the Lobby, Green Room and Cascade Room.

7 – Replacement of garage lights requires City of Hollywood permit. This project done correctly will be part of the 40 year recertification.

9 – President’s Report:

  • Restaurant is open.
  • Valet Parking in 2 weeks.
  • Line of credit of $ 1.5 million has not been used yet.
  • 40 Year Inspection effort: 6 proposals have been collected. Additional 4 more proposals to be collected as suggested by Bill Coleman (AP). Then present it to unit owners to choose 3.
  • 2016 operational budget to be ready by the end of the week.
  • Lobby to get doors by week of December 7, 2015.
  • Mold in the old kitchen by Cascade Room to be remediated. Firm to do work to come next week.
  • Negotiation in progress with West Deck Planters Manufacturer

When we began building Aquarius, there were already plenty of beautiful apartments on the Gold Coast between Fort Lauderdale and Miami Beach.

But nothing like we had in mind.

We wanted to build Aquarius on the same lavish scale that we’ve used in the custom-built mansions we’re famous for.

So we pulled out all the stops and started building the most fantastically splendiferous condominium apartments you’re ever likely to see. Anywhere.

As you might have expected, our first building sold faster than anything else in South

Florida. So we pushed up the Grand Opening of the staggering apartments in our second (and absolutely last) building.

The Apartments that stagger imaginations

The entrance foyer to Apartment A, for example, is a double rotunda! And it’s longer than many living rooms.

Two entire walls of the 23 foot living room are glass. Floor to ceiling. Outside, the room is wrapped in a 51 foot sun terrace. Overlooking the beach.  And our private ocean.

The dining room can easily accommodate a sit-down banquet for two dozen guests. The kitchen is big enough and equipped enough to handle the preparation and staging for the most elaborate feast a Roman emperor could dream up.

Its full height ceiling is accented by a luminous cove cornice that floods the entire room with indirect light.  There are zillions of cabinets and a big cutting board counter.

The double, self-cleaning GE ovens are complemented with a range that has a hood and vent fan. And to help you coordinate everything, there’s a food warmer so everything can come to the table piping hot. At the same time!

There’s an enormous side-by-side refrigerator-freezer. A triple sink, a disposal and, of course, a dishwasher.

Between the kitchen and the formal dining room, you’ll find a morning room. It’s so too big to call it a dining area, although you can dine there. You can also sew there. Or plan menus. Or dawdle over the morning paper. Or stare out the window at the sea.

At the far end of the apartment, the Master Suite has a bath with a sunken Roman tub big enough for two. In addition m a separate enclosed shower room, private bidet and toilet chamber and a very luxurious double basin vanity. It’s about the size of most bed rooms!

There are three enormous walk-in closets in this apartment. All of them big enough to hold card parties in.

Naturally, the guest suite has its own private luxury bath. And there’s a powder room. And a fully equipped laundry room with a service entrance to the hall. A most convenient arrangement when you come home with muddy shoes from golf or wet towels from the beach.

There’s a walk-in pantry, too. And a few more closets. And so it goes.

Most people would call it a mansion. We call it a two bedroom apartment. Any more luxury would he a sin.

Minutes of the Board of Directors Meeting 

  1. Call meeting to order at 7:02 by the General Manager David Slavin
  2. Proof of notice of meeting: Given by Linda Satz, Director Secretary of the Board
  3. Quorum certified by Association General Manager David Slavin: Ilya G., Eugenia V., Boris E., Sofia F. About 35 owners and some guests present.
  4. Minutes of October 8th. 2015 approved as whole with dispensed reading.
  5. Motion to Ratify Special Assessment 2015 alternate payment plan approved unanimously.
  6. Parking Review: The President of the Board Ilya G. informed the existence of 8 additional parking spaces that will receive a special consideration to be specified by the Board in the near future. There will be changes in the Valet Service charge with price increases. Owners, Beauty Parlor and Restaurant concessions will be offered to purchase special reduced prices for the use of their guests. All others will pay new prices. Under this topic, the President emphasized the need to generate additional income for the building with Valet Parking activity and rental income to be paid by concession of Beauty Parlor and Restaurant.
  7. Security Cameras System contract to be awarded with AlarmOne firm. AlarmOne offer was chosen over three additional bidders (total four bidders). Forty five cameras to be installed, up to the 24 available in the old system. This passed with the votes of Ilya G., Boris E. and Linda S. Sofia F. and Eugenia V. casted two opposed votes.
  8. New Air Conditioning for common areas of the property will have a contract to be granted to VMACH firm that competed with three other vendors. Motion approved by all Board members. Repair bills for 2014 exceeded one hundred thousand dollars. New system will be more reliable and resilient.
  9. The eighteen Fire Code violations incurred in 2014 and 2015 have been resolved by Aquarius Condo. Association to the satisfaction of the competent authority. No pending Fire Code violations at this time.
  10. Presidents report:
    1. Lobby reconstruction work permits granted by City of Hollywood. Work to start immediately. New carpet ordered.
    2. Restaurant work about 80% completed. A stage partial beginning of activities to start in a couple of weeks.
    3. West Pool opened with celebration last Saturday October 25th. 2015. Some residents complained about intensity of lights on steps of deck.
    4. In the Gym most exercise machines working, some with repair in progress. Sauna and vapor room should be in operation very soon. The required equipment has been ordered.
    5. Garage gate to be operating in less than two weeks.
    6. Four new access doors are being installed in the two towers. Completion of service in one week.
    7. Valet Deck planters under progress. CSI the general contractor for the area insists planters to be filled before final paver’s installation for technical reasons.
    8. Temporary lightning system will be increased in garage until a final project is approved.
    9. Plans for sound system for Lobby, Green Room areas under study.
    10. Plans for audio visual system for Cascade room with support for meetings, projections, presentations and parties under study. One proposal already received.
    11. Internet access in Multipurpose Room will be provided by Comcast with speed of 80 Mbps. Previous access was of 6 Mbps. Under consideration, internet access to be provided at east and west pool decks. Restaurant concession has its own system that we expect to be made available to patrons.
  11. Miscellaneous
  1. Several questions were asked to the Board: (1) Was interest charged to late payments of regular and special assessment for months of June, July and August?     The BOD did not charge interest on amicable late payments. Interest will be charged only on lawyer assisted recovery efforts. It was observed that the BOD may be breaking its fiduciary duties by given amnesty to later payers even if amounts are very small. (2) Outstanding debt in assessment payments:      The V. President informed that even with a One Million payment due September 1st the outstanding arrears is of about $ 360,000. This is the same amount verified in the end of the month of August. (3) Financial statement of September of 2015?     It will be made available as soon as received from the accounting firm. It should occur in less than a week. (4) Publication of detailed monthly invoice from Legal Counsel Glazer?    It will not be done anymore under advice of the Attorney. Total amount of monthly invoice will be made public without details. The invoice of October was about twenty-three hundred dollars, down from about ten thousand dollars in September. (5) Statement of expenses already incurred in each item provisioned on Special Assessment of 2015?   Treasury Director Eugenia V. will prepare this report and will provide it every month.
  2. Contract to be awarded for Herman Plumbing for emergency work at the garage. Approved by the BOD unanimously.
  3. Joe Paes from the Global Services our security contractor made a summary presentation and reported that some training has been provided. He expects a noticeable increase in the level of service when garage gate is operational and when concierge desk in the Lobby is usable. Improvements in the handling of packages and positive identification of FOB users will be observed.
  4. President Ilya G. made a brief presentation on circumstances on the termination of Andrew Surdovel our previous General Manager. The early separation fee of $ 35 thousand dollars is being paid to A. Surdovel. This payment is responsibility of Atlantic Pacific Management.
