This year,  needless to say, has been quite busy. In an effort to reduce costs, the Board has researched, reviewed credentials and interviewed Contractors, Building Architects, Landscape Architects, Engineers, Paver Companies, Glass Railings specialists etc. for various jobs needed for our West Deck repairs. The major work is being  performed by “Construction Specialists Incorporated”. This company is doing excellent work. On a weekly basis, one or two members of the Board meet with ACG (our engineers coordinating all aspects of the West Deck renovation), CSI (our construction company), and architects to monitor progress.

1. West Deck Glass Railings

The Board  has agreed to have CSI take on the Glass Railing project (as per approved wind
codes).

2. Twenty Year Membrane Warranty and West Deck Pavers

We also selected a very reputable firm (Carlisle) that will give us a “Twenty Year
Warranty” on a rubberized membrane that will be applied to the entire West Deck. An additional topping will go over the membrane, some flashing, sand and then the pavers will finish off the deck. The integrity of this “membrane” is perhaps the single most important aspect of the West Deck repair. While the Board has selected a reputable paver firm, we are hiring our Engineer to supervise the paver application. Carlisle has approved the selection of our Engineering Firm to supervise the paver installation.

3. West Deck Pool

It should be noted that the West Deck pool, having been left to the elements (salt air,
rain) for several years, required major unanticipated additional repair. In fact, the West Deck Pool needed to be almost entirely redone. Concrete on the base of the structure has been poured. Our engineer will determine whether the cement has cured (approximately 7 to 14 days) enough, so that cement may be applied to the walls of the pool. As the pool  project progresses we will provide further updates.

4. West Deck Bathrooms

The Bathrooms on the West Deck are in a location more pleasing to the eye. However, building codes change, and new codes require additional reinforcement with structures above the deck.

5. Main Lobby

You, of  course, have noticed that the entire Lobby area is closed. In an effort to address some significant leakage in the lobby area, our Engineer brought to the Board’s attention a need to replace almost all of the Cast Iron water lines that are located above a
large part of the Lobby ceiling. So that you’re aware, all water lines inside the building must be Cast Iron. Unfortunately in years past, when repairs were made to correct leakage, a number of these Cast Iron water pipes were removed and replaced with PVC, then joined to the existing Cast Iron pipes. Those repairs did not meet established building code! The PVC piping was even painted black to match the Cast Iron. We have made arrangements to make sure that these repairs meet Code and are now Cast Iron. Needless to say, the extent of repair in our Lobby area is much more than expected.  Continued Lobby updates will be forthcoming.

6. Painting Estimates

The board has secured several “building painting estimates”. This, in itself, is going to be a major job. However, when complete, our buildings will look much better. As we progress with the painting project, you’ll receive further updates.

7. Garage Main Entrance

Our apologies for the extended closing of the Main Garage Entrance. The West Deck pool shell required unexpected reinforcement and support from below as it has been exposed to the elements for a number of years. In addition, our Pool contractor did not secure necessary permits in a timely manner that were required in order for our General contractor to proceed with pouring a concrete base for the pool. All permits have now
been secured. All permits have been approved by a Hollywood City Inspector, and our General Contractor will proceed with the pouring of a “red” cement. Once  the concrete base is poured, it will take between 7 and 14 days to cure. Our engineer will make that call. At that point, shoring will be removed from  the Garage area, and the Main Entrance Gate will be open for use.

8. “Forty Year Inspection”

We have both  Electrical and Structural Engineering reports at this time. The next phase will be to send the projects for Bid Estimates. Further information on these repairs will be forthcoming.

9. Maintenance

By now everyone should be aware that we have hired Jeff Levine, as Chief Engineer for
the Aquarius. On a weekly basis, Jeff shares everything that he’s accomplished to all unit owners that have provided an email address to the Management Office. Mr. Levine is  mainly targeting our mechanical equipment to insure that it lasts a log time.
Currently, our buildings and essential equipment are being maintained
better than ever before. The general Maintenance Personnel are rarely seen as they are quite busy working to maintain important/expensive equipment (that has been neglected for years) and performing a number of “Common Area” repairs on a regular basis. We have also hired a “painter” who actually paints!

10. Security

We are all aware that our Security is lacking and needs to be improved. The Board is working on improvement in this area, as well as, possibly a new security team.
It is expected that extended hours and additional responsibilities for a Pool Attendant will be provided by Security very soon.

11. Assessment Funds/Trump Funds

“Trump Funds” at the start were approximately: $1,600,000.00. Assessment
Funds levied for West Deck renovation, at this writing are  approximately: $500,000.00. At  this time, we have approximately:  $900,000.00 remaining.

12. Residents are also lending support.

Some residents (Pam Ippolito/Teresa Marmolino) over the years have expressed
interest in a Beautification Grant given by the City of Hollywood. Applications were secured and delivered to  the Management Office. Unfortunately  they were not acted upon. Currently, Robert Lebovitz, Roy and Nancy DiMaria, Bob and Linda Satz have been
researching the Hollywood Beautification Grant Program and have supplied applications, letters of intent and authorization to the Management Office. Of course, the City of Hollywood must approve our plan to beautify our buildings (street view). An architectural plan and estimates must be submitted for the project. Additional updates will be forthcoming as this project progresses.

13. Recognition

The Board would like to extend its gratitude, on behalf of all Aquarius unit owners, to
our legal team who has labored numerous hours reviewing various contracts to make certain that they benefit the Aquarius to the fullest extent possible by law.

Every Member of the Board of Directors is involved in the West Deck renovation. Our major concerns are:

1. Enhancing the appearance of our buildings

2. Complying with established building codes to ensure safety and structural integrity for
years to come

3. Trying to make every dollar count, given our limited budget

Fire Inspection February 24, 2014

Dear Unit Owners:  On Wednesday February 26, 2014 the Association will be visited by members of the City of Hollywood Fire Department who will perform the annual fire safety inspection of the property. The fire inspectors will begin their work on Wednesday and will complete their work on Thursday the 27th.  In addition, representatives of Premier Fire Alarm and Integration Systems will be performing the annual fire sprinkler testing and certification to include the back flow preventers.

This will begin Wednesday morning and will take several hours to complete. Alarms may sound while the system is placed in test mode. You may receive telephone calls from residents that are not aware of these tests being performed. Please inform them of the test and that an announcement will be made when the testing is complete.Thank you for your continued participation in your Association.

  1. Administrative Items:
  • 2/17/14: Advertisement of a unit for rent in the North building found online stating that cats and dogs are welcome. PM sent a letter to the unit owner to address this issue with their realtor/listing agency.
  • 2/18/14: PM drafted a letter to a unit owner advising of a parking space reassignment. The space was assigned years ago and the correct assignee presented their case for the assignment of the space which provided more reasonable proof of assignment from the developer.
  • 2/18/14: Notice created to restrict parking from the gravel of the south service drive. This area is no longer available for resident overnight parking due to liability concerns. Persons are being directed to park across A1A.
  • 2/19/14: Mirabito gas savings report received indicating that a total of $ 715.08 was saved by the Association for the period of January 15, 2014 through February 15, 2014.
  • 2/19/14: PM placed notices under the windshield wipers of four vehicles parked on the gravel area of the south building informing those drivers of the new restriction on resident parking there. Security was provided with a memo outlining the enforcement process to clear this area and to keep it clear of resident vehicles in the future directing them to the west parking lot.
  • 2/19/14: Star Painting & Waterproofing disassembled the scaffolding over the south garage entry/exit point. It is awaiting removal by the equipment rental company. One compressor remains and a trash bin. All are expected to be removed Thursday 2/20/14.
  • 2/20/14: The navy blue Cadillac Sedan de Ville that was parked illegally in the west lot for a no license plate violation was removed at 11:30 a.m. by Crosstown Towing to their storage yard. The owner was sent a letter advising of such.
  • 2/20/14: No parking in the gravel area of the south building being enforced with two new vehicles receiving notices under their windshield wipers.
  • 2/20/14: Second Notice of violation prepared for a unit owner in the south building that refuses to make repairs to their plumbing leak as required by the governing documents.
  1. Service Projects/Work Orders:
  • PM updating Preventative Maintenance manual. Spreadsheets updated and fresh photographs taken of the equipment. Items not previously in inventory added with inspection sheets created for each piece of equipment.
  • 2/17/14: Lobby level double glass security doors discovered not to be locking. Electromagnet is loose and not securing the door. W/O made out for Eric to check it and see if he can secure the magnet and return the door to its proper function.
  • 2/17/14: PM removed loose concrete from a spalling point outside 208-South.
  • 2/17/14: PM created 27 new work orders for maintenance and housekeeping departments following his daily property inspection.
  • 2/18/14: Star Group on property removing the south garage cover scaffolding.
  • 2/18/14: PM created 10 new work orders for property repairs.
  • 2/18/14: PM received 12 new items from the Housekeeping Committee. New Work Orders made out to address them with the staff.
  • 2/19/14: Star Group on property to complete the disassembly of the scaffolding at the south garage for removal from the property. Final items to be removed today.
  • 2/19/14: PM generated 51new work orders for the staff to perform.

III.  Meetings Held:

  • 2/17/14: PM met with Star Group foreman regarding the removal of their remaining equipment and debris from the west pool deck demolition project.
  • 2/20/14: CSI meeting with project Engineer Andy for a site walk-through to plan staging of equipment.
  • 2/21/14: CSI met with Andy from ACG regarding continuation of deck marking
  • 2/21/14: PM met with unit owner regarding the reassignment of a long disputed parking space. Two owners claim assignment of the space since pre-construction sales began in 1971.
  1. Management Recommendations:
  • Review and update parking decal policy.
  • Review and update the Rules and Regulations of the Association.

VII. Tasks for next week:

  • Continue inspections of common areas for work orders. Follow up and close work orders they are completed.

I. Administrative Items:
•       1/06/14: Letter received from unit owner in the North building for the Board President.
•       1/6/14: Resolution passed unanimously by the Board at a duly called, noticed and held meeting. Amendment to the association Declaration of Condominium items XX and XXX prepared by association attorney Peyton & Bolin will now be sent to the members in accordance with Florida Statutes giving 14 days advance notice.
•       1/7/14: Letter of vehicle violation sent to a unit owner in the South building. A car reportedly belonging to his son has been stored in the west lot for a period of time with no license plate. This is a violation of the governing documents.
•       1/7/14: Letter of multiple violations sent to a unit owner in the south building regarding modifications to their unit underway without association approval and city permits. The unit owner is believed to have been sneaking the contractors into the property through the resident’s vehicle gate.
•       1/8/14: Written request received from a unit owner to review correspondence including legal opinions from the association attorney.
•       1/10/14: Update received from Alliance regarding collection efforts on six (6) active units.

II.     Service Projects/Work Orders:
•       PM updating Preventative Maintenance manual. Spreadsheets updated and fresh photographs taken of the equipment. Items not previously in inventory added with inspection sheets created for each piece of equipment.
•       01/06/14: Parts are in for the reconfiguration of the cooling tower plumbing to eliminate the cavitation noises in the upper part of the buildings. Airstron is scheduled to make these repairs Wednesday 1/14/14 if the weather cooperates.
•       1/6/13: Plumbing repairs began in a corner unit of the south building.
•       1/7/14: South building lower lobby electrical repairs continued. Drop ceiling grid expected to be completed by Wednesday 1/14/14.
•       1/9/14: Sliding glass security door in the north lobby out of service due to water penetration. Service call placed.
•       1/10/14: South lobby glass doors out of service due to computer system outage.
•       1/10/14: Fractured black pipe found in the north part of the main lobby area.
•       1/11/14: Annual roof inspection to be performed Saturday weather permitting.

III.    Meetings Held:
•       01/6/14: Board of Directors meeting held to approve minutes from past meetings and to discuss a resolution to the governing documents to change the responsibility of repairs from the unit owners to the association.
•       1/8/14: Candidates night was held in the Cascade Room with 9 of the eleven candidates speaking on their visions for the future of Aquarius.
•       1/9/14: A town hall meeting was called to educate unit owners on how to complete their forms for the annual meeting and to hear more information.

•       Board to determine if a whole building asbestos report should be performed to accommodate the request by the County.

Please come to the Cascade Room Wednesday January 8, 2014 at 7:00 p.m. where the candidates will introduce themselves and answer questions regarding their position on the various issues concerning Aquarius Unit Owners.

Following a closing statement, an open meet and greet will take place with the candidates. Refreshments will be served. We hope to see you at this exciting and fun filled event. Thank you very much!

I. Administrative Items:

·        12/09/13: Faina will be away on vacation 12/11-16/2013.

·        12/09/13: Letter sent to ThyssenKrupp regarding an invoice they sent from providing a service call on Thanksgiving Day.

·        12/09/13: PM delivered to Gage Couch of Cadence a CD of drawings along with down payment check and six (6) color renderings as a reference.

·        12/10/13: Notice sent to the managing agent of unit 1204-South regarding rule violations for guest occupancy and plumbing leaks in the guest and master bathrooms leaking into the units below via email.

·        12/11/13: Complaint received from North building resident that his car cover has been damaged and is concerned of a fire breaking out in the garage due to lit cigarettes dropped from above onto the cloth car cover. PM to speak with the believed source of the cigarettes.

·        12/11/13: Eleven (11) unit owners have declared themselves as candidates for the Board of Directors. There will be an election at the Annual Meeting for the Board of Directors.

·        12/12/13: PM obtained the building permit from the City of Hollywood for the renovation of the South Building Lower Lobby ceiling. Work to begin 12/13/13.

·        12/12/13: PM obtained Notice of Commencement with Broward County for the South Building Lower Lobby ceiling repair project.

·        12/12/13: Letter terminating the landscape design services of Land Form Design Group executed and mailed to Malcolm Miller, principal. New landscape design firm engaged by the Association, Cadence-Living of Fort Lauderdale.

·        13/13/12: Concrete repair proposals received from Carousel Development & Restoration, Inc., National Concrete Preservation, Inc., Restoration Technology, Star Painting & Waterproofing, Inc., and Waterfront Services, Inc.

 

II.            Service Projects/Work Orders:

·        PM updating Preventative Maintenance manual. Spreadsheets updated and fresh photographs taken of the equipment. Items not previously in inventory added with inspection sheets created for each piece of equipment.

·        12/02/13: Water supply to the South building interrupted due to the City of Hollywood addressing a broken water main south of Aquarius on A1A.

·        12/09/13: 1505-South has leaking pipes in their master bedroom bathroom into 1405 and 1205 below. The owner has been informed, shown proof and is contacting a plumber for repairs. Executive Plumbing came out 12/13/13 and performed their inspection for a scope of work and repair estimate.

·        12/09/13: Glass door from the gym to the west recreation deck came off the hinges and fell due to the topping slab having been removed from the deck. The glass did not break. Star contacted and requested to come out and correct the door issue.

·        12/10/13: Sewer waste water line in 1204-Southleaking into 1104-South. Managing Agent for the unit owner advised via email to arrange for immediate repairs as the odors are disturbing the neighbors.

·        12/11/13: Galaxy responded to address the vehicle gate issue experienced. A card in a car close by the reader is causing interference with the system.

·        12/13/13: Demolition began on the lower lobby of the South building. The permit was obtained 12/12/13 and the project is expected to be completed by 12/20/13. See photographs at the end of this report.

III.    Meetings Held:

·        12/11/13: PM performed a successful rental screening of 901-North.

·        12/13/13: PM performed a successful rental screening of PH-7 South.

IV. Management Recommendations:

·        Board to determine which contractor is to perform the deck waterproofing once demolition of the wear slab is completed.

·        Board to determine which landscape architect is to be retained for the upper deck projects. Several vendors are being considered.

·        Board to determine which pool contractor is to perform the west pool renovation once the waterproofing of the upper pool deck is completed.

·        Consider updating the Rules & Regulations last ratified in 2009.

 

VII. Tasks for next week:

·        Continue inspections of common areas for work orders.

·        Continue preparation of second mailing of the annual meeting.

·        Prepare information for Unit Owners regarding the Annual Operating Budget figures that were approved at the 12/5/13 meeting for posting and mailing.

·        Board Meeting to discuss the history of Capital Improvement expenditures to be held Tuesday December 17, 2013 at 7:00 p.m. in the Cascade Room.

I.   Administrative Items:

·        12/01/13: Lock out occurred with Board member having to retrieve keys from the management office.

·        12/02/13: Claim filed with our insurance agent for reported water leak damage to residents car in the garage.

·        12/02/13: A carpet cleaning company could not provide proof of workers compensation insurance to access the property. The unit owner called from Canada and accepted the waiver of liability responsibility. The form was emailed to her for execution and return to the Association.

·        12/02/13: Unit owner that sustained a broken rear car window when an item fell from an unknown balcony is seeking reimbursement of his out of pocket expenses of $ 225.00. Request forwarded to the Board of Directors.

·        12/02/13: Unit owner requested copies of our property insurance pages from 2010 to present. Request forwarded to our agent.

·        12/02/13: Faina will be taking vacation and travelling out of town from Wednesday, December 11, 2013 through Monday, December 16th, 2013.

·        12/03/13: 1405-S Janitorial department reported

·        12/4/13: Eric will not be in for work Friday 12/6/13 and is taking a vacation day to pick up his family visiting from out of the country.

·        12/04/13: Staff evaluations underway by PM for consideration of year end performance bonuses.

·        12/05/13: Service call placed to unit 906-South to close ceiling penetrations made when the waster drain pipe was replaced in the unit below.

·        12/05/13: Faina will be away on vacation 12/11-16/2013.

·        12/06/13: Approved figures for the 2014 operating budget published to the unit owners with reserves. If reserves are desired to be waived, votes must be received by the Association for the annual meeting Tuesday January 21, 2014.

·        12/06/13: Several Unit Owners have submitted their intent to be a candidate for the Board of Directors. There will be an election on Tuesday January 21, 2014.

 

II.            Service Projects/Work Orders:

·        PM updating Preventative Maintenance manual. Spreadsheets updated and fresh photographs taken of the equipment. Items not previously in inventory added with inspection sheets created for each piece of equipment.

·        12/02/13: Thyssen Krupp elevators able to effect repairs to the residents car in the South building that was inoperable since Wednesday evening 11/27/2013 with a faulty call button on the PH level.

·        12/02/13: South building lower lobby contractor to begin work on replacing the drop ceiling on 12/3/13 with a project time of 5-7 days.

·        12/02/13: Water continues to leak from the ceiling of the kitchen in the Cascade Room and the main lobby entry doorway. Star was informed via email.

·        12/02/13: Water is leaking from the west deck into the library damaging several books. Star was informed of this new leak area.

·        12/03/13: North pool exit door from lobby reported not to be closing properly by Security. A work order was made out for maintenance to address.

·        12/03/13: Foul odor reported in the North building service elevator. Pit cleaning to be performed in house.

·        13/03/13: Dryer out of service in the North building laundry room. Service call placed with MAC-GRAY for repairs.

·        12/03/13: Unit 1405 South carpet removal created a path of debris from the unit. Unit owner was contacted to arrange for cleaning of the common area carpeting.

·        12/04/13: Replacement of unit a/c filters begins by the in house staff.

·        12/04/13: Inspector from CNA Insurance came out to see the South Building HVAC Boiler unit that is inoperable and is in need of replacement.

·        12/04/13: North service elevator out of operation parked on the 2nd floor. Thyssen Krupp to be summoned in the morning.

·        12/05/13: North resident elevator out of service parked on the 9th floor. Thyssen Krupp called for an additional service call.

·        12/05/13: East pool found overflowing with water. Float valve stuck in the open position. Valve reset and water being drained to normal level.

·        12/05/13: South vehicle entry gate malfunctioning. The reader is not recognizing cards. A call was placed for service with Galaxy.

·        12/05/13: 1803 South has a leak in their bathroom toilet. They have been advised to call a plumber to replace the wax ring seal on their toilet.

·        12/06/13: Resident vehicle entry gate operating in good condition.

III.     Meetings Held:

·        12/03/13: Beautification Committee met to discuss ongoing projects including the replacement of the gymnasium flooring.

·        12/04/13: PM, Roman and Arkady met with City of Hollywood Building Inspector Larry Lancaster to review permits requirements for ongoing projects.

·        12/04/13: Roman and Arkady met with a representative of Special T Pavers regarding the west pool deck project.

·        12/04/13: Roman and Arkady met with Andy Caciedo of ACG-Engineering.

·        12/05/13: Association Budget meeting for fiscal year 2014 held on Thursday December 5, 2013 at 7:00 p.m..

·        12/05/13: PM, Roman and Arkady met with Cornel Hanes of Hanes Hurricane Shutter & Windows to discuss preventive maintenance of the Association installed common area shutters and the door and frame replacements required by the City of Hollywood.

·        PM met with city of Hollywood Fire Department inspectors from the building department to determine exactly what issues need to be added to the shop drawings for the issuance of our bu8ilding permit to replace the drop ceiling in the south building lower lobby.

IV. Management Recommendations:

·        Board to determine which contractor is to perform the deck waterproofing once demolition of the wear slab is completed.

·        Board to determine which landscape architect is to be retained for the upper deck projects. Several vendors are being considered.
