Aquarius will have additional Concrete Core Tests

 

In August and September of 2016 “Florida Engineering & Testing, Inc.” conducted  concrete core tests in 6 balconies of Aquarius. This is part of the 40 Year Re Certification program exercise that Hillman Engineering has been hired to perform. The results of Hillman work will determine the plans Aquarius need to develop to get the 40 Re Certification.

The results of the concrete core test can be seen here (click here please). The desired compression resistance of the concrete as per Florida code, should not be less than 4000 psi (pounds per square inch). Compression resistance under this represents unsafe concrete that requires immediate restoration.

As the letter of “Florida Engineering & Testing, Inc.” shows 5 out 6 cores tested are well bellow this benchmark.

The Board of Directors of Aquarius under the advice of Hillman decided to expand the sample for additional 20 concrete core tests. With these results we will have about 10% of all balconies of the property tested corner and internal balconies chosen random/aleatory.

The letter proposal from RAS Engineering, PA, that was already accepted by Buck Gupta, BOD President can be seen here (click here please). The cost is under $ 13.000,00 and includes Acid Cloride Soluble contents besides the compression.   The test results are expected in less than a couple of weeks.

RAS Engineering will collect the samples, take the samples to the lab and test them in a total independent way without the intervention of any other entity to guarantee independence, reliability, integrity of the chain of custody.

Mr. Mark Farber called me  and asked to post reviews of Hillman Construction on the blog. He had submitted this content a few days ago. It was posted when submitted. The comment can be seen HERE  and bellow this brief introduction.  It is not a good practice to double post the same material. An exception is going to be made to Mr. Farber at this time. The second post of Better Business Bureau and Angies List transcription are at the bottom of this post.

Before it would be good to present some facts and reviews that may not be fresh in the minds of many Aquarius residents.

In April and May of 2016 The Board of Directors organized  a couple of presentations with six engineering firms. The purpose was to select a reputable firm of engineering that would conduct the Broward County law mandated 40 year Re Certification exercise. The work of the to be selected firm would be: 1) Conduct  the evaluation of the areas of building in need of repair to pass the 40 Year Re Cert.  requirements, 2) Prepare cost estimates of these repairs, 3) Conduct a competitive process to select a General Contractor responsible for the execution of these repairs and 4) Supervise in technical terms and manage the project in managerial terms up to its conclusion a final full compliance with the law.

In April and May of 2016 six firms came to the Cascade Room and gave their presentations. The firms were:

  1. United Architects, Coral Gables
  2. M2E Consulting Engineers, Miami
  3. Swaysland Professional Engineering Consultants, Fort Lauderdale
  4. S & D Engineering and Construction, Margate
  5. Paramount Consulting and Engineering, Miami
  6. Hillman Engineering, Fort Lauderdale

After detailed examination the contract was awarded to Hillman Engineering. All candidates have excellent references, experience and positive qualities. The Board felt that Hillman Engineering was a best fit to Aquarius.

The contract was signed in June 2016 with the objective to start the construction work supervised by Hillman early 2017.

It is surprising that more than 3 months after the comprehensive work done some doubts emerge. Every week in the Construction Committee meetings there are presentations and discussion of the project. Budgetary estimates were presented in September. Every month, in the Board of Directors meetings, some aspects of the work have been aired. Both meetings are open to the owners and participation is encouraged.

It may be of value to mention that Hillman Engineering was instrumental in the dispute Aquarius had with the construction of the neighbor Trump Building. The result negotiation gave Aquarius a sizeable sum back in 2009.

Before reposting Mr. Farber findings on Hillman Engineering it is important to mention that the company clients are mostly business, commercial concerns and condominiums. Hillman has limited work with private clients. Most sites like Angie’s List, YP, Google, Home Advisor, Yellow Pages and others contemplate the experience homeowners have with vendors. They are, in general,  not Business-to-Business evaluation and review sites.

An interesting review on BuildZoom a site that caters Business-to-Business  firms like Hillman is worth mentioning. They give Hillman a score of 92 saying that Hillman is better than 68% of all firms pooled.

Let’s Make Aquarius Great Again by Samson Schmuter

LOGO LADY“Let Us Make Aquarius Great Again!” – sounds as a good political slogan.

 

But without the price ceiling it is an open ended exercise, not practical and, needless to say, is not fair to the most owners of the building who are elderly and have no sources of income except their savings.

Without the financial limitations, the consultants and contractors may contemplate various ideas, like constructing all new balconies, upgrading them with glass (or maybe “gold”?), enlarging and/or moving the swimming pool to a different location, etc.

How about establishing the financial ceiling that for the East Pool Deck and for the Balconies, we would not assess more than we already did in the two previous assessments together?

The current Board of Directors was elected by a majority of unit owners, and as such, I will continue to carry out the necessary restorations based upon the majority opinion. I am quite aware that there is and will never be a way to please everyone or to have 100% agreement on any project the Board has to undertake.
To establish a financial ceiling without factual data is totally irresponsible. Let us not keep second guessing the professionals. We already know what kind of results we get by trying to find someone who can tell us what we want to hear.

Needless to say, it does not mean that we become wasteful or that we are not accountable as a Board. I am inviting any and all members of our community to join this Board in addressing the deteriorating conditions of our property, once and for all.   By doing so, we won’t need to have a special assessment every year.

We live  in a democratic society and therefore, each one of us have the right to express our own opinion; however, we must be governed by the majority.

Well stated, I wholeheartedly agree with our President. We must take care of Aquarius and repair all the damage which Aquarius has suffered through years of neglect. Anybody who denies what is in front of their nose needs to get real. The measliness of a few people cannot override the proper care required of Aquarius to which a majority subscribe. The project will go on, the proper and necessary repairs shall be made and if the proper majority of the residents demonstrates that they want additional upgrades we should pursue those as well. People, this is our home.

I for one, take care of my home and my investments. It would be utterly irresponsible to behave and conduct ourselves otherwise. When the necessary repairs are made and even if a few upgrades are added, everyone’s investment will increase exponentially to 2 to 3 times what they originally invested. Check the beachfront market prices for the Wave and this will be supported.

Are Aquarius concrete balconies being properly tested in 2016?

In August 2014 the Aquarius balconies were surveyed by ACG. The results were dismal (click here to see your balcony). No work was done at that time.  In April and May 2016 Aquarius Condo. Association selected among 6 engineering firms of solid reputation and experience Hillman Engineering to evaluate the needs of the property to obtain it “40 Year Re Certification” mandate by Broward County. Hillman Engineering has been working in this project since June 2016.  Early October Hillman provided preliminary results of selected concrete core. This is a typical test to verify how sound is a building structure.

The results of the core test revealed that out of 6 samples (cores) 5 shown strength of less than 2000 psi. The minimum acceptable is of better than 4000 psi. These results were considered problematic by some owners. They submitted the results to another engineering firm Optimus.

The following documentation is here presented to better inform the owners. It consists of the following items:
1.    Letter from Tanya Homleid, from Optimus Engineering exposing some doubts about the tests.
2.    A response from Andrew di Cesare, Hillman Engineering making explicit that all recommendations were already in the plans.
3.    The BOD of Aquarius decided to invite Optimus to conduct the additional required tests as recommended by Hillman. email message of David Slavin. (Tests to be conducted in 20 balconies selected randomly).
4.    Optimus declines due to other engagements. email message of Tanya Homleid.
5.    BuildZoom grades and percentiles of Hillman and Optimus in their professional performance.

Re: Aquarius Condominium – Existing balconies condition and proposed repairs
Dear Sir:
We have been contacted by the members of the Aquarius Condominium Association regarding the proposed balcony repairs / replacement at the Aquarius Building. The building was constructed approximately 40 years ago; it is our understanding that balconies and other areas of the building had previous repairs and renovations. It is also our understanding that the building was fairly maintained during these past years.
We were provided with a copy of concrete testing report, prepared by Florida Engineering and Testing Inc. and dated September 2 and September 26, 2016. The report refers to cores provided by the client on August 18, August 26, September 19, 2016. The report also states that 6 cores were taken at the balconies at Building #1 and Building #2, and 2 cores were taken northeast plaza deck. It is not clear how these cores were obtained, and who supervised the actual coring process and core handling. Typically cores are obtained by the actual testing lab, and carefully preserved prior to testing to provide accurate testing results.
Based on the provided report, the obtained cores provided “by the client” were trimmed by the Florida Engineering and Testing Lab to 2”x2”x2” cubes, and then were tested to determine existing concrete compressive strength and also level of chlorides. The reports refer to ASTM standards, however none of the referenced ASTM shows the year of ASTM used (such as ASTM C42-13, ASTM C1218-15, etc.). It should be also noted that ASTM C42-13 does not specify that cubes 2”x2”x2” can be used for concrete testing.
Thus, the obtained results of the concrete testing to determine compressive strength appear to be questionable, and may require additional testing to verify the noted values. We suggest that an independent testing laboratory is retained by the Association to conduct additional concrete testing at the balcony areas, plaza deck and any other areas in question.
It should be also noted that Moisture Conditioning of cores was not done as per ASTM C42. This means that the test results may be different if cores were prepared as per ASTM C42-13.
As far as chloride content in concrete noted in tested samples, the water Soluble Chloride % is less than 0.15 as per requirements of ACI Code 318-14, for Concrete with exposure C2 –Concrete exposed to moisture and an external source of Chloride, which is acceptable.
It is not clear how it was determined that the existing balconies require structural repairs and removal in some areas (corner balconies). Typically this type of recommendation is provided by a licensed structural engineer, in a form of a comprehensive report and based on the detailed building inspection, concrete testing analysis, structural analysis of the existing structure for the required applied loads based on the existing concrete properties, condition and degree of deterioration of the existing reinforcement, etc. Structural engineer must issue a structural condition report and statement that based on his / her evaluation and analysis of the existing structure, certain areas require concrete repairs or removal / replacement. Structural engineer must also prepare a set of structural repair drawings which consist of general notes, specifications, plans and repair details for each and every condition, as well as a bid form with estimated quantities to be used by the contractor. It is typical for Condominium Association to obtain a minimum of 3 bids from the contractors, who are qualified and who specialize in concrete repair projects. Upon review of the obtained bids, the contractors are interviewed and selection is made by Association. The selected contractor then submits the repair drawings with specifications prepared by the structural engineer to the Building Department, obtains permit for construction and commences work once permit is issued.
Based on the above, we suggest that the following steps are taken by the Association, in regards to the existing balconies and concrete repairs which may be required at the Aquarius building:
1. Independent concrete testing lab is contacted to perform additional concrete testing.
2. Structural engineer is retained to conduct comprehensive inspection of the existing balconies, prepare signed and sealed structural condition report outlining his / her findings and recommendations. Report to contain pictures, concrete test results, existing reinforcement condition evaluation, structural analysis, code references, etc.
3. If it is determined that any areas require structural repairs or replacement based on the engineer’s structural condition report and proper evaluation, structural engineer must then prepare structural repair drawings, specifications and bid form for the project.
4. Repair drawings and bid form to be distributed to the qualified contractors (minimum 3) to obtain competitive bids for the project. Selection of the contractor is made based on the review of the submitted bids, interviews, references, qualifications and other requirements set by the engineer and association.
The above mentioned comments and suggestions were generated during our review of the provided documents. Our review was of cursory nature and did not include in-depth analysis and structural calculations for the existing balcony slabs. It should also be understood that the conducted review was based only on the information provided to our office as described above. The observations, opinions, comments, and recommendations contained in this letter are based on the standard structural engineering practice approach and are not based upon conjecture or inference.

I do not find any conflicts with what we have proposed or reported and this document.  We reported preliminary findings of the 6 cores we have taken and suggested/ required we do additional cores to substantiate the initial findings and to include the same in our structural evaluation report.  The remaining items we are already under contract to perform.
Based on the above, we suggest that the following steps are taken by the Association, in regards to the existing balconies and concrete repairs which may be required at the Aquarius building:
1. Independent concrete testing lab is contacted to perform additional concrete testing.

2. Structural engineer is retained to conduct comprehensive inspection of the existing balconies, prepare signed and sealed structural condition report outlining his / her findings and recommendations. Dear Members of the Board,
From the Email below we will not be able to engage Optima within our schedule.
To dispel any potential controversy, we have already discussed with Hillman the need to maintain an independent chain of custody on the cores. They will be submitting proposal on that basis. The scope will include the drilling, extraction of core, patching, and then taking the samples to be tested. The Association will be invoiced directly. Hillman will only be monitoring the process and sending us an invoice at their hourly rate.
I will be forwarding the proposals on receipt. At this time Kevin cannot evaluate the cost.

Aquarius Condominium Association, 40 Year Concrete Restoration & Related Items Project

Scope of Work

The concrete restoration and painting of 2 high rise towers with a total of 269 units including balconies, railings, flat walls, columns and beams. The restoration of the North East Plaza Deck, including, the demolition and replacement of the decks, structural components, finishes, as well as amenities. Turtle compliant lighting will also be required on the Plaza Deck. Demolition and replacement of the pool shell and structural supports including new pool equipment. The restoration of the garage area, including, bays under both the North and South towers with limits ending at the expansion joint delineating the South West Plaza Deck, including new lighting and painting. Restoration of the sea wall as required.

Mandatory Pre-Bid Meeting

A mandatory pre-bid meeting will be held for all interested bidders on Friday October 21, 2016 at  10:00 a.m. Eastern Standard Time the meeting will address project specific questions, issues, bidding procedures and bid forms. Due to the specifics of the project, bidders who do not attend will not be permitted to bid the project.

Qualifications

Bidders must be licensed Florida Certified General Contractors with verifiable experience with High Rise Concrete Restoration. Concrete restoration items must be self-performed by the General Contractor and not sub contracted. All bidding contractors must submit qualifying history of High Rise restoration projects with references and current work under contract exceeding $8 Million.

Submission of qualifications to info@hillmanengineering.com will be required prior to bidding documents being released. Construction bidding documents (drawings, specifications and addenda) may be obtained only as downloadable electronic files (in PDF format) from Hillman Engineering.

All contractors are hereby notified that they must have proper license as required under the state laws governing their respective trades.

A performance bond and a payment bond will be required for one hundred percent (100%) of the contract price. A letter guaranteeing the issuance of these bonds by the companies bonding company must accompany the bid.

In addition a bid bond of not less than 5% of the proposed contract price must accompany all bids submitted.

No bid may be withdrawn after the scheduled closing time for the receipt of bids for a period of 90 days.

The owner reserves the right to reject any or all bids and to waive informalities.

3 copies of bids shall be signed, sealed, and delivered to 2751 S Ocean Drive, Hollywood Florida 33019 by 4:00 pm Wednesday November 16th 2016. All bids shall be identified with the Project Name, Bid Date, and the Name and Address of Bidder.

Bidder shall be responsible for the sealed bid being delivered to the place designated for the bid opening before the time specified. Bids received after the time indicated in the Notice of Advertisement for Bids may be rejected and returned to Bidder unopened.

Aquarius Property Survey

This survey required by the engineering firm preparing the Aquarius 40 year Re-Certification exercise will also support the work of the General Contractor that will execute the needed repairs.

As it can be seen it is not a Boundary Survey but it includes a detailed survey of locations and elevations, columns, beams and plumbing, parking stripes, curbs, planters, walls, walks. Also the West Parking Lot will be surveyed in all its property details. In addition there will be a Coastal Construction Control Line and a Florida Department of Environmental Protection topographic and vegetation of beach front.

This is not a traditional Property Boundary but a more complex and comprehensive document.The documents presently available to the association can be seen HERE. Due their date of microfilm their  conditions are not ideal. The silver material of the film has deteriorated and the digitization effort could only provide this blurred view.
