Present: Andrew Surdovel, Boris Eydelnant, Joel Cohen, Ilya Gonorovsky, Linda Satz, John Youssef

Also Present:     Unit Owners

Call to Order:     The meeting was called to order at 7:08 p.m. by Andrew Surdovel

Approval of Minutes:  Joel made motion to approve minutes of last meeting, Linda seconded. The minutes approved without reading.

Michael Pirich Presentation: Submitted proposal on the entry Drive and Valet area improvements.

For new work – needs new contract. Submitted to 4 contractors for bids. Wednesday, March 4 bids should be coming back.

Introduced plan (design) for that area put in time (gratis) to prepare drawing.

Motion for this design $8,510. Motion was made by Joel. Linda seconded.

Connie – Commented, look at old diagrams to see what has already been done. Where are the plans?

Andy suggested Connie look for plans. Connie said Andy should.

Boris said the plans will be looked for

Vote: Joel – For / Boris – Delay for a week / Ilya – Delay for a week / Linda – For

Boris changed his vote to NOT delay. Motion carried.

Ilya said wasting money to go ahead

Joan – Stores – have not been able to find them.

Melanie – Go forward with new plans

West Pool Updates:

Andy: (Hand out attached)

Pool deck pavers patterns shown  (Deck pavers pattern shown HERE).

Connie – Wants to see a sample of pavers.

Concrete to be poured Friday, February 27, 2015.

Sherry:  Design not to plan.

Joel:  Being done now – cannot be changed.

Sherry: Installation seems to be different than plan.

Connie: Interrupted Andy’s presentation.

Andy:  Displayed tiles to be used in pool and discussed plan design.

Joan:  How wide are the steps?

Andy: Steps are to code. Railing on left and another 4 ft. away. Shower by the pool will be tiled and water will be heated.

Connie: “on the back of the pool.”

Andy:  Showed the drawing of the pool area and described where the railings and shower plan.

Connie: Steps? No Slope? Why?  Two Boards back, the plan was different for the steps.

Hiring an Interior Designer for the Lobby

Joel made a motion to approve the hiring of an interior designer. Linda seconded.

Connie – We have expensive furniture.

Linda – We are keeping the furniture

Connie – The fixtures are expensive.

Linda – We are keeping the lights

Connie – I don’t want to spend money unnecessarily. Motion carried.

Ilya opposed to hiring the interior designer.

Iris – How much will this cost?

Andy – The proposal may be changed – design may be changed

Iris – How much to spend on the design. There are designers in the building.

Joel – Not a good idea to hire someone who lives in the building. About $10,000.

Connie – Interrupted

Joel – Need a design to get a permit

Janice Kopel – I did not get a commission for the design I did. We have the colors already.

Boris – Need ceiling

Joel – Connie are you an expert on the Code?

Connie – I am an expert on the design.

Andy – The chandeliers will stay

Connie – Why change? Just clean it up.

Andy – I got the designer.

Mary Santamaria – Wait for the design, then discuss it.

Connie – Constant interruption

Yvonne – Will you have 3 different bids?

Andy – Yes.

Joel – Changes MUST be made to lighting – bathrooms. Must have a permit. MUST meet current codes.

Valet Deck and Air Conditioning

Andy – Bids are coming in for Valet Deck.

AC Handlers – 2 compressors for tower – Now want to have 4 instead

$65,000 quotation for new Gym roof. Needs to be a flat roof, reflective for FPL credit.

Security Issues:

Boris wants to improve security by weekend!

Yvonne: Wants a schedule for balcony repair posted

Andy – 4 balconies will be done. Then decision to repair balconies or replace them.

Connie – Interruption – Why is the balcony bad? Too much noise. Just do the work a short period of time.

Cecilio: Wants a 6-month schedule for the board meetings.

Joel: During construction phase – many meetings will be held. Florida Law has 48-hr. notice emergency can be less time

Boris – Everything is posted on the website – look there

Eugenia -Agrees with Cecilio – wants schedule of meetings. Must have scheduled monthly meetings.

Boris – Good idea

Eugenia – Balconies – $100,000 contracts. Inherited by the previous Board – was illegally done. Contracts signed in last 2 months of the old Board. Does not approve of this.

Inspection of Records Request:

Boris – Request to examine records for past 7 years. Manager needs more specific dates.

Joel – Why asking for this – Won’t make a difference. Eugenia, Boris, Sophia this is a ridiculous request – won’t change anything.

Sophia – The balconies were fixed a few years ago – Why now again? Need transparency.

Joel – The City ordered that the balconies be repaired.

Andy – The previous Board received a citation from the City for balcony repair and painting. Units 305S and 206S are very bad.

Eugenia – Read from? Work was already done. Complained of expenses for the repair.

Esther – Do the work – don’t interfere with the work being done. It is up to the Board to decide how to spend money.

Leonard – The violation will be the beginning of a big project.

Boris – Only 4 balconies will be done

Emma – The balconies were fixed in 2007. Don’t threaten that all balconies are bad.

Andy – The engineer will look at the balconies to decide what has to be done.

Ilya – Who gave permission to let the balcony repair people into the building?

Boris – more information should be given – will not happen again.

Joel made a motion to adjourn. Ilya seconded.

West Deck Waterproofing

The West Pool deck is progressing along. We now have the immediate pool deck waterproofed. The  Southeastern area still need waterproofing.  The reason for the delay of the waterproofing in this area is due to the installation of the pedestal base for the canopy which is now under work.

Pool Tile

The pool contractor, Reliable Pools, has asked for the pool tile color. The Beautification Committee has selected a beautiful pale green 2 X 2”color tile for the interior of the pool and a slightly darker green for the top gutter area of the infinity salt water pool.

The shower area adjacent to the pool will be tiled and a shower head and drain will be installed. The water for the shower will be heated.

News City of Hollywood Permits Issued  

The closing of a crucial permit  by CSI that will allow future permits to be issued is now       completed. This permit was holding up the permits for the Hollywood Stone and the RTI West pool restroom permit.  Hollywood Stone now has the permit #B14-105442 to install the pavers on the West  Pool deck. Pavers are being delivered and are being stored in the garage near the South entrance gate. The plan is to have the sand delivered to Aquarius next week and be stored on the West pool deck next  to the pool. Shoring has been installed for two areas where the sand and pavers will be placed to assure  the deck will hold the weight. This shoring will be removed once the sand has been distributed. The        sand for the West Pool is scheduled for delivery on Monday February 16, 2015.

Garage Gate Temporarily Closed

Unfortunately the South garage entrance will be closed for an extended period of time (starting February 13, 2015 for an estimated 3 weeks) for the installation of shoring that will be required to support the West pool during concrete  restoration and concrete curing.

Lobby Work and Valet Area Progress

The paramount project of restoring the Lobby is under way.  Salbo Construction is preparing drawings  of the Lobby, Cascade, Green room and the Gym. These drawings will enable Aquarius to obtain  quotations for the scope of work outlined from three vendors. Once the quotations are received, the  Board can select a vendor to do the work.

The Valet area soffit has been designed and is on display in  the mail room of each tower. We are awaiting vendor quotations for the Valet soffit area which are due next week. Our Maintenance Department is working in the Lobby area to install overhead temporary          lights; this will enable Unit owners to walk between the North and South towers. This work is scheduled to be completed on February 12, 2015.

City of Hollywood issues tickets

The City of Hollywood has issued Aquarius a violation Case # V13-14646 (attached) that mandates  repairs to balconies, exposed cables and dirty exterior walls. Aquarius has entered into a contract with  RTI to repair 32 balconies for an estimated sum of $80,000.00. Click here to see RTI Proposal.  The work has now begun on concrete restoration of  32 balcony edges in the North and South towers. The first balconies will be on the South tower on the 5   and 6 line which is in the Southeast side. This work is expected to take 3 weeks to complete and then  the stages will be moved West on the same side to the 7 and 8 line of the South tower. Work was  originally scheduled for the North tower, CSI objected due to the fact that falling concrete can damage the waterproofing on the West Pool deck.

Air Conditioning

We are receiving quotations for our A/C compressors and air handlers on the roof of the North and  South towers. These quotations entail completely replacing the units with more efficient units with an  assured ROI (return on investment) study. Excessive noises are emanating from the A/C  units, that are in substandard condition due to lack of servicing  over the years. This noise causes Penthouse unit owner’s sleepless nights. These quotations should be available in about 2 weeks.

Deck Walls Painting

CSI is now painting the West Pool deck walls. This includes the entire exterior of the Gym and the   perimeter walls on the upper side of the deck. Walls and ceiling below the deck are not part of this   scope of work.

Finance Committee 2nd. Meeting February 11, 2015

AJ Mitchel, Chair, Eugenia Volcheck, Linda Staz, Sofia Ferenburg, Ilya Gnorovsky and several owners assisting.

Topics approached:

  • Expenses with the refurbishing of the Gym considered high by some Committee Members. Impact windows and impact doors installed may have contributed to cost.
  • Committee considered advisable the acquisition of new air conditioning compressors and accessories on both towers. The source of funds for this was not identified.
  • Water bills in the high end. One reason may be the several tests conducted on the West Pool. In order to alleviate the Maintenance Budget some of this cost with water could be charged to the Capital Budget since the constant refilling of the West Pool is a consequence on the work being there performed in addition to the tests conducted in the entire deck to assure the absence of leaks in the waterproofing work.
  • Andy will investigate the source of the authorization of the Balcony Edges Repair being executed by RTI. The estimated cost is around eighty thousand dollars. Thirty three balcony edges are being repaired as a result of a City of Hollywood building code violation ticket awarded to the Aquarius Condominium. This work is not part of the structural rebuilding of balconies recommend by the physical inspection conducted June and July 2014.
  • Ilya G. recommends the hiring of a professional management company for the day-to-day maintenance work and supervision of major renovation contracts. Some members of the Committee believe it would be difficult to come with funds to cover the overhead a Professional Building Management firm would charge.
  • Some members recommended a complete investigation of past administration. They offer the argument that there are many charges, bank transferences and other items hard to understand. The Finance Committee should work on these open questions. This recommendation, on the view of the Committee Chair AJ Mitchel and others, is not in the scope of the Finance Committee mandate. AJ Mitchel and others recommend the creation of another Committee for this specific purpose in order to allow the Finance Committee work inside the scope determined by the new Board of Directors. Investigation of past administration according AJ and others would be a distraction of the work cut to this Finance Committee.
  • Meeting adjourned.
