March 4, 2018 a good number of Aquarius Residents got together to celebrate Purim. Purim is a happy celebration that dates back from the 4th BCE.

It is jewish celebration that at Aquarius is shared with any religious or not religious inclination. It a carnival like where neighbors share suits and deserts and have a good time.

The IRMA storm damaged our Air Conditioning Water Cooling Towers. They need to be replaced. The Cooling Towers were delivered a few weeks ago. They are in the West Parking Lot.

It is time to put them in the roof of  both buildings. The new towers are very heavy. They will be disassembled in parts so they can be transported to the roof in stages. For this an helicopter will be used. As you can imagine some safety and security measures are very much needed.

In addition there will be no Air Conditioning service during the removal of the old damaged Cooling Towers and the reassemble and installation of the brand new Cooling Towers. This will take about 12 days. When the Cooling Towers are in place the Apartments and the Hallways will have Air Conditioning again.

We should have a cool summer. Patience, collaboration and neighborly behavior is a must. Aquarius Residents have had their share of inconveniences but if we all work together we should achieve our objectives. We can do it.

Bellow is the notice and additional information provided by the Building Management. Please be aware of the two critical dates: March 16 and  March 20/

NOTICE TO OWNERS BOTH TOWERS BUILDING A/C WILL BE SHUT DOWN BEGINNING

FRIDAY MARCH 16, 2018. @9:00AM

THE SHUT DOWN IS FOR APPROX 12 DAYS PLEASE PLAN FOR AN ADDITIONAL DAY OR TWO IN THE EVENT OF ANY UNFORSEEN CIRCUMSTANCES.

THE HELICOPTER LIFT DATE IS SET FOR;

  TUESDAY MARCH 20, 2018. @9:00AM

THE FOLLOWING THINGS MUST HAPPEN ON TUESDAY

  1. Aquarius Parking west parking Lot in front of buildings need to be evacuated the day of the lift with no access to any personnel other than VMECH, Midwest, and security (This area will be the Main landing and staging area for Helicopter (Arrangements are being made)
  2. Aquarius Beach Area Needs to be clear of people for the day of the lift, as this will be the emergency alternate landing area for helicopter. Two crowd control personnel are needed to keep are clear
  3. Top Floor of both North and South Towers (PH LEVEL) will need to be Evacuated the day of the lift until helicopter work is finished.
  4. 100 Ft clearance around Helicopter Unloading Zone (UNIT SETPOINT). NORTH TOWER is fine, For SOUTH tower we will need to clear a few parking spaces of THE RESIDENCES by FAA regulations. (SEE 100’ FAA Regulation)
  5. We will need a total of 10 crowd control people
  1.  Side walk (qty 4)
  2.  Residence top parking (qty 2) we should only have 1 person here, no need for two
  3.  South boundary control (Qty 1)
  4.  North Boundary control (Qty 1)
  5.  Beach control (Qty 2)

The helicopter  lift will last approx. 8 – 10 hours.

I have attached the Lift Service Agreement with list list of requirements for the lift for your review.   These are FAA regulations and we must be in compliance.

If you park in the west lot and plan on moving your vehicle for the day please advise so I do not have to account for your car.

PRE-LIFT CHECKLIST

Since wind caused by  helicopter rotors is strong, the following safety precautions MUST be taken BEFORE the arrival of the helicopter.

 

PREPARING THE AREA

  1. All loose materials of any type (the lighter the more hazardous it is) MUST BE REMOVED   OR ADEQUATELY WEIGHTED DOWN, BOTH AT THE PICK SITE AND THE SET SITE! For example: Items that roll or slide easily, loose plastic sheeting or tarps plywood, loose hoods or vents, insulation, shingles and other roofing materials must be covered, weighted down or secured. **loose awnings must be secured**
  1. Notify any other “trades” working in close proximity to the helicopter pick and setting sites, to protect any of their loose materials in a similar manner.
  2. When selecting a staging area we need an area approximately 100 feet by 150 feet for landing, fueling, etc.
  3. Try to locate units so helicopter has a clear approach to roof. We must block off all streets that we have to cross.
  4. Federal regulations prohibit other workers, not connected with the job, from working on the two floors directly beneath areas where units or lifts are to be set. Notify other trades to VACATE THE IMMEDIATE AREA DURING THE LIFT OPERATION. This includes the flight path from the pick point to the set point.
  5. If the pick site is sandy of dusty, water or other means should be used to thoroughly soak the area before and during the lift operation.

GETTING THE UNITS READY

  1. Offload units a minimum of 100 feet from public roads, houses, open stores, etc. Space units a minimum of 5 feet apart. If you have questions on where to offload / flatbed stage the units, call our office *DO NOT STACK UNITS.
  2. All crating and packing materials must be removed from the units and the pick site prior to our arrival!
  3. Attach lifting eyes if they are available (minimum 1-1/2 hole).
  4. If there are no lifting eyes, raise the units on a 2 x 4 or 4 x 4 so that nylon slings can be used.
  5. Be sure units are well clear of overhead obstructions such as power or phone lines, pipes, roof overhangs or extension arms on transmission or other towers. (Helicopter length from tip to tail is 65 feet; main rotor diameter is 58 feet).
  6. When units must be precision set: Number the units (on the side) and number the curbs (or frame etc.) with the same number. Place the numbers on each unit and curb so that when the numbers are lined up, the unit is facing the proper direction for final connection, etc.
  7. Have the lifting order written down with copies available for your people in charge on the ground and on the roof.
  8. Midwest will provide standard rigging (cables, straps and shackles). If you have any questions about rigging, please call our office.

ARRIVAL OF HELICOPTER

  1. We will be at jobsite approximately 30 minutes before beginning the lift(s).
  2. Our crew will inspect the pick site and set site and confirm the controlled area is void of people. Safety dictates that WE CANNOT WORK UNTIL THESE SITES ARE CLEARED AND SECURED!
  3. Our crew will hold a safety briefing with those persons responsible for attaching, detaching and directing the loads into place. All persons involved should have hard hats with chinstraps and protective safety goggles.
  4. In order for you to obtain maximum benefits from the helicopter, Midwest will conduct briefings relating to the manner in which
    the helicopter work will be performed. Work will begin only when mutual agreement pertaining to said work is reached. Failure
    on the part of the Contractor to cooperate with us shall give Midwest the right to (a) stop performance of the work or (b) leave
    the job, with the Contractor liable to Midwest for the liquidated damages as specifically provided for in the principal construction
    agreement (Bid/Proposal or Contract). In either event, Midwest shall have no liability to contractor for consequential damages.
  5. A normal flight crew consists of a pilot and two signalmen, one at pick site and one at the set site. Even though they are equipped with headsets and two-way radios, more effective coordination will take place if both pick site supervisor and set site supervisor each have a copy of the lift schedule.

Are You Leaving 2 Big Ones on the Table?

 

Most residents are aware that the Board of Aquarius approved a Special Assessment 2018 to cover the expenses to fix the damages of the IRMA Hurricane of September 2018.

We had damages in the Air Conditioning Water Cooling Towers, in the Roof, in the floor cover of the hallways and several other areas. The insurance claim is still being composed.

Our Aquarius Condo. Association insurance policy has a deductible that must be covered. Regardless the amount of damage this deductible will be not be paid on the claim.

Attached you find the amount any unit owner needs to contribute to cover this deductible.

But this amount may get some help from your own private unit homeowners insurance policy. Most insurance policies under Florida law must cover what is called  LOSS ASSESSMENT.  The usual coverage is $ 2000.00. It is not enough but it helps.

This is what you need to do, if you didn’t do it already:

  1. Check out your Homeowners Insurance Policy
  2. Find if it covers the LOSS ASSESSMENT
  3. Submit the insurance claim with the attached documents.

If you can not print the attached documents the Management Office is likely to be able to help.

What if you do not have Homeowners Insurance covering your apartment? You will have to bear the full amount of the Special Assessment 2018 to cover the Aquarius Condo. policy deductible. It maybe be advisable to change or get your homeowners insurance policy for future mishaps.

The Condominium rules require all owners to have an Homeowner Insurance Policy.

The Dams of Aquarius

The Dams of Aquarius

The high tides and the Northeastern strong winds make the ocean take over  the Aquarius sand strip. The high waves invaded the East South Tower Storage Room. The waves were high enough to also reach the area were the beach lounges and chairs are stored adjacent to the Sea Wall.

About 10:00 am of Sunday Priscilla called from the Security Desk sounding the alarm.

With the help of Fritz, Security Officer and Dominic and Walter from the Custodians Team we were able to put some sand bags that – we hope – will prevent more water in the Storage Room. Also the path leading to the chairs and lounge storage has been protected with sand bags.

After 5:00 PM Walter will close the Beach Access Door and protect the Storage Room with a few sand bags.

Sometimes the size of the tide is greatly affected by the winds. This seems to have been a factor  in this morning incident. It may happen again.

Anyone with property in the East Side Storage Room of the South Building should inspect the respective binn to avoid water damage of the belongings.

What is Purim?

The jolly festival of Purim is celebrated every year on the 14th of the Hebrew month of Adar (late winter/early spring). Purim 2018 begins on Wednesday night, February 28, and continues through Thursday, March 1 (March 2 in Jerusalem). It commemorates the salvation of the Jewish people in ancient Persia from Haman’s plot “to destroy, kill and annihilate all the Jews, young and old, infants and women, in a single day,” as recorded in the Megillah (book of Esther).

Here it is the proposal for establishing Committees of Aquarius C.A. This year a majority of Board members decided not to organize several committees. Some of them that have been in existence in the past are: Social, Legal, Information and Technology, Pets, Restaurant. These are not going to exist in 2018.

2018 Committees of the Aquarius Condominium Association

In alphabetical order:  Beautification, Construction, Finance, Grievance.

The idea behind the Committees is to maximize input, facilitate communications and free flow of information. Civil, responsible and cordial behavior is the norm. Free flow of opinions must flourish under a climate of mutual respect, camaraderie and full spirit of partnership.


A Committee member work is not only to manifest opinions and discuss ideas. There is also writing reports, conduct visits, inspections and provide help when needed. In other words a lot of work to make Aquarius Beautiful

Aquarius needs your support. The Board needs your help. The work before us is not small.

There are Committees that have a very large membership. There are Committees where additional volunteers are needed specially: Finance, Housekeeping and Maintenance, Information and Technology  and Pets.

Do you know someone else that could help and he or she is not in this roster?

A few rules:

  1. No more than 2 Committees per individual
  2. Household members may participate
  3. Committees should be open to all owners with a few exceptions such as the Grievance Committee.
  4. Committees must have a Secretary responsible for minutes. Concise and very simple record of the recommendations.
  5. Committees should establish a Calendar of Meetings so participation is maximized.

What Color Building Would You Prefer?

This was posted in August 2017. It is been posted again because the external color of Aquarius is again under discussion.  This is a bit surprising because the color of the building was supposed to remain white after almost 150 votes in favor of maintaining like it is. The full white paint of the building was done in 2009. 

It is time to paint the Aquarius exterior. For around 10 years we had it white. White like so many high-class building in the neighborhood. Just look at Beach Club, Apogee, Hyde, Diplomat Hotel and Diplomat Residence (not the Convention Center), Palms, Trump and so many others.

There are some residents that would like some color. Some would like it white.

These two buildings down the street give a good idea of the contrast pure white versus color. They are 1701 and 1601 South Ocean Drive. Cambridge Towers and Oxford Tower. The Wellington is pure white with a very light blue accent from the glass balconies railings. Cambridge used several tonalite of beige, coffee, caramel with white windows and doors.

What is nicer? Clean white and with the light accent of the glass balconies railings or  color stripes? What is more modern, appealing and cleaner look?  What of the is more classic looking, with a more conservative traditional view?

You are the judge.

Now lets see how Aquarius could look like.

East Deck Pool: New Details

The concrete pouring in the Aquarius East Deck as part of the 40 Year Recertification exercise is going to happen in few weeks (February 2018). The next step will be the the construction of the new swimming pool.

Thomas J. Laubenthal, RLA,  Landscape Architect Consultants, Inc., of Plantation is the Landscape Architect and his professional team have prepared the conceptual drawings and the final design and specification for the engineering of the new deck. This week (2/15/18) Tom made a short presentation for the General Contractor (Structural Preservation Systems), the Engineering firm of record (Hillman Engineering) and some members of the Board of Aquarius on details suggested for the finalization of the project.

Tom Laubenthal  comments:

“”It took us some time to research facts and be sure we were both within code compliance and well as representing solutions that would not represent any level of liability of life safety concerns.   We ran all of our options by Terry the Pool Engineer after we got them developed.  We seem to be A-OK on all points.

These include:

  • Moving ladders away from the center of the north and south swim walls to the side walls of the deep ends.
  • Figuring out the details of managing swim lanes within allowable widths, including mounting details for the swim-lane ropes.
  • Swim lanes for competition require tile targets in the head wall of each swim lane, but optional to private use facilities.    Swim lanes often have a tile lane in the floor of the pool, but that too is optional for private use.
  • Hand railing for the shallow beach entry end of the pool

o   need to include an ADA end loop that extends beyond the grate and water line.  

o   They should also continue down to the 3 foot depth which is close enough for most to be able to float free of the hand rail.

o   The rails should only be at the 2 side walls and NOT at the middle, so that someone could hit their head on the pole.

o   Side rails would be place in the pool bottom and not in the gutter line, so they follow the slope of the pool.

o   Pool rails would have a 4” offset to the center line of a 2” diameter tubular rail, so there is a 3” gap between the inside of the railing and the pool side wall.   That is less than the 4” width for pickets so there is no risk of a child’s head being caught, and yet wide enough that no one’s hand, arm or leg can get trapped.

  • We have recommendations for the perimeter tile bands for the pool edge including tile dimensions and colors.    We took the time to re-visit several sites to collect photo images to represent key details that will help expedite your Owner Approvals.

Adding Hand Rails at the shallow end of the pool is NOT A CODE REQUIREMENT.   It is purely an option of the Owner.    There is no question that they ARE ALLOWED they are just not required.    

Now focus on the issue of placement.   Putting a Railing in Center Field is exactly the wrong thing to do.    It completely cuts the social space of the pool in half instead of having a wide space that allows for families to gather with generous room to still access the pool.

Placing the Railings at the 2 sides was very deliberate.   Stop and think for one minute.   As the pool transitions deeper and deeper ANYONE approaching from the shallow SIDE can miss judge the step.   In one spot it is a 3” step, a little further down it is a 6-8” step,  further down it is between  12-18”, ALL enough to throw someone off balance.   Since you never want anyone hurt, you need to take a measure to inhibit their awkward side entry to the pool.   Putting the Handrail to each side BOTH limits any un-safe access, as well as provides those less stable the  safety and convenience they are asking for.   Win-win, and life safety should be your first concern and the basis of your final decision.””      Comments end here.


Observation: The suggestion of railing along the beach entry of the pool was not in the original plans. Some see it a very good idea in terms of safety and consideration with elders, infants and people with mobility challenges.

Some see as an unnecessary eye sore not common at all on zero entry pools.

Since I learned that members of the Board have secretly prepared a meeting to oust me from the Vice President Board seat I never heard so many support and solidarity manifestations. They will say that this is just an a mere reorganization but is an action filled with hate and revenge.  It is not healthy. It is not nice. It is a sample of arrogance and disdain from serious work and real will to contribute.

Residents call me on the phone, approach me in the hallways, send emails, make Facebook comments. It is really an expression of friendship and communal integration. I am moved and I am grateful. It warms my heart.

Thank you so much. I was surprised and pleased that so many cared for my labor of love. Inside or outside the Board, Vice-President or not I promise to continue to work for a better Aquarius – our home, our place – within my time and abilities limitations but with vigor and dedication.

TO  CECILIO. .LINDA  AND  BUCK..YES  WE  ARE  A RETIRED  COMMUNITY  AND  YES  WE  ARE  IN   THE  MIDDLE  OF A  HUGE  RENOVATION .. .WITH  HORRID  NOISE  DAILY …FOR THESE PEOPLE .TO BE AWAY FROM HERE  THEN ..TO TREAT YOU , CECILIO..SO  POORLY..AFTER  ALL  OF  THE  HOURS SPENT  AWAY  FROM  YOUR   FAMILY  ..IN   TIME  ,EFFORT  , SOMETIMES   PHYSICAL   EXHAUSTIVE   ENERGY LOOKING   INTO  ISSUES   TO   BETTER   UPDATE   AND   OR   FIX  ‘ ‘OUR  HOME”  ….IT REALLY  SADDENS  ME .. BECAUSE  IT  ONLY SHOWS..  ONCE   AGAIN  ,THAT  CERTAIN  PEOPLE  OF  THE  BOD   ARE  ”NOT.”  HAPPY WITH   RULES OF FLA. STATE ..  TAKE  A  LOOK  AROUND  AT WHAT   IS  BEING  DONE ……COMMITTEES HELP GET WORK DONE..  THE BLOG CECILIO IS   DOING KEEPS US INFORMED ..THANKS BUNCHES AND CAMERAS  HELP KEEP US SAFE……….

 Cecilio – I am distraught at this news. You have made an enormous contribution and truly changed the nature of communication and community at the Aquarius. Especially because our mom has not been well for the past two years and unable to keep up with all the changes your ability to 

  1. consistently kept everyone up to date with the very complicated construction schedule and issues
  2. sent out helpful information such as quotes for the impact windows
  3. always been available to answer questions in a helpful manner

Has been invaluable to myself and my family.

Because I myself serve on my own Coop board in NY, and my brothers manage many coops and work hand in hand with boards and their officers, I understand how different personalities and approaches can cause friction when people work closely together. Especially when there are many problems to solve.

However, in all board service one must separate personality differences from the value different board members contribute as well as the intrinsic value of diversity of opinion.

How do we as residents who see great value on your contributions, help you remain in your seat?

I have worked alongside educated and trust worthy gentleman. There are ups downs. We disagree at times. We discuss issues and work together to find a way to make the issue work.  It is called Flexibility and Cecílio has just that.
I have found his agenda to be the good for Aquarius. It is not my way or the highway!!!   AS SOME ON THE BOD MAY HAVE IT.  We pay too much money to not be ahead of this.   Come on people…

You all have a wonderful resume. What happened to the working together?  Part may be some BOD people, who are not here all the time. Are they just jealous of seeing the amount of work that Cecílio gets accomplished?

Kudos Cecílio for all you do.  Please stay the course. We need you.

You are our voice and eyes especially for the owners who are not full time residents.   BOD got their agenda trough because of You and your work.  Blogs are great!!!  All our BOD are people in retirement. Sorry to hear that.  Although I may not always agree with you, I thought you were doing a good job and providing valuable service with your blog….

You must have stepped on on someone shoes there…  So who really “runs” the Board at Aquarius?

Even more disturbing, are you statements about possible breaches of contract and non-competitive contract awards, and Board non-responsiveness to these.  You probably were out-voted on these issues.

Hope you kept a record of these, as it might  come handy.

It is very unfortunate and strange that the same five Board members being elected the third year in a row cannot work in unison. What position does the Board offer to you now? Do they want you to be a Treasurer, knowing of what you are capable of?
